7eco10 Completes INRMP for 90th RRC

7eco10 has completed an Integrated Natural Resources Management Plan (INRMP) for the 90th Regional Readiness Command (headquartered in North Little Rock, Arkansas).  The INRMP covers two Department of the Army properties in Tarrant County (White Settlement Local Training Area) and Dallas County (Seagoville U.S. Army Reserve Center).  The INRMP fulfills the 90th RRC’s obligations for Sikes Act compliance.  7eco10 designed 22 INRMP projects which are currently being implemented on the properties.

Technical studies in support of the INRMP included wetlands delineations, vegetation and floral surveys, avian inventories, fisheries assessments, and ESA-listed species surveys for the endangered Black-capped vireo.

Environmental Liability for Clean Energy Developments: Reg Frameworks, Costs of Noncompliance, and Reducing Liability Through Due Diligence Impact Assessment

7eco10 has authored a white paper outlining the following: (1) the authority under regulatory frameworks to protect wildlife and habitat and regulate the impacts of land-based wind energy facilities; (2) the consequences of noncompliance with these laws; and (3) the means by which the parties involved in utility-grade wind-farm development may avoid or reduce liability and avoid, minimize, and mitigate adverse effects on wildlife or habitat under these laws.  This white paper is based on the proceedings of the October 22, 2008 meeting of the Wind Turbine Advisory Committee.

Black-capped Vireo Presence-Absence Survey at the White Settlement Local Training Area

Project Overview: 7eco10 was tasked to complete USFWS protocol surveys for the ESA-listed (endangered) Black-capped vireo.  A substantial portion of the facility was identified as potential habitat for this species during planning level surveys and other site visits.  7eco10 completed surveys and submitted draft and final reports for the 90th Regional Readiness Command’s environmental program and to support the 90th Regional Readiness Command INRMP.

Project Overview: 7eco10 completed a facility-wide wetlands delineation at the facility in support of natural resource management activities at the White Settlement LTA.  7eco10 conducted field delineations and then used current regulatory frameworks to apply a prejurisdictional determination of potential Waters of the U.S.

Project Overview: 7eco10 completed Planning Level Survey (PLS) inventories at the Seagoville USARC in support of the 90th Regional Readiness Command INRMP.  Elements of the PLS included field surveys for reptiles, amphibians, birds, mammals, fish, inclusion of natural resource ancillary data, as well as a comprehensive list of management recommendations.  PLS reports are the Department of the Army’s baseline natural resource assessment for Army properties, and serve as source information for NEPA documents.
